Car runs bad HELP

I did the valve cover, intake, and supercharger gasket along with a new thermostat on my 99 gtp
after i put it all together the car has been running poorly, when i start it then turn it off theres a hiss, i found that air is coming from or going in, at the SC bypass actuator

its coming from where the little rod underneath goes into it.
is that normal or is that the problem? the rod can move up and down in it but when i move it it does nothing. what's the rod supposed to do?

that rod should move when you jump on the gas. in park a quick short rev it should move on its own. if not, then you should change it. as well if it dont move on its own.

also make sure a vac line to it is not cracked, i redid most of my vac lines when i did my lim due to all the rubber ends breaking when i took them off.

if theres a leak to the actuator or boost solenoid it wont work.

There's air coming in(or) going out of where the rod goes into the actuator, is this supposed to happen or is that where my leak is?
