cant get radiator fans to work

I've got a 97 grand prix gt it was running really hot and I found that the cooling fans weren't turning on. When I unplug the coolant temp sensor both fans turn on so I figured the sensor was bad and I changed it. The fans are still not turning on unless the wire is disconnected from the sensor. Did I buy a bad sensor or is something else wrong? There is a inline connector further down the wire going from the coolant temp sensor to the pcm which I unconnected and connected but still can't get my fans to turn on. I'm stumped please help.
 


Let's test that the pcm wants to turn the fans on. turn your ac on full max and coldest setting. Do your fans come on? They should.

If you pass that test.. let's tell you that the fans are programmed to come on at 216F low speed and high speed at 228F.

Yeah..pretty high huh?
