Cant control the position of the heat/ac?

I have a grand prix with the dual zone digital climate control, and Im able to control the temp but not where it comes out. I can hear the servo's in the dash going back and forth 24/7, even if I turn it off. Im pretty sure there not susposed to run all the time like that, do you guys have any idea?

I want to say this sounds like a blender door actuator issue, but I'm not positive on that.

Check the vacuum house that controls them under the hood

Do they still run off vacuum if it has the digital controller? I know my 90 bonnie ran them off vacuum

They still use vacuum up to a certain year
