A quick google seems to show it as possible joking. Although the way NY is going.. it's likely they'll think it's real.

I like the provision that vehicle capacity would be limited to 4...I'm married with 3 kids, so every time I drove the family anywhere, we'd be in violation...lol We'd have to have my wife and one or two of the kids in her Montana (mini-van...can hold 7, but hey...) while I drove the rest in my GP...lol

I find this part funny for all the immigrants/illegals.
 


I didn't even read the article but with talk about banning assult rifles I have reason to believe that he is joking by saying to ban "assult" cars. Probably is just a joke.

That's it the only way to keep New York safe is make everyone in NY go naked!!! I am originally from NY and I must say that I am embarrassed to say that now, NY is fast becoming a police state. BUT!!! I intent to start a revolution and defy the law, I am going to buy a Lamborghini, bring it to george barriss and have it stretched so it can hold SIX people, then add a 6 foot spoiler and in an act of wanton defiance drive it through the streets, while eating two big macs, and two 32oz cokes which I intend to sneak over across the state line. COME GET ME MAYOR
