Can rack and pinion cause wobble in steering?

Front end wobbles slightly on my 02 when I accelerate from a stop up to about 35 mph then its fine. While it is doing this I can hold the wheel at center and move the steering wheel just very slightly back and forth from center and it seems like it kicks a little both ways, like theres a tight spot just off center.Tires are all like new even rotated them no change in steering, struts, tie rods, ball joints,wheel bearings, sway bar bushings all have between 10 and 30,000 miles on them, everything is tight. It steers fine other than that.It feels like a bad tire but I know its not. Could the rack be doing this?
 


If the rack is sloppy I could see it causing problems. I have a 1.5 year old rack i'd sell if you're interested.
 
There does'nt seem to be any slop in it at all but I guess that don't mean the rack still is'nt bad? What do you need for the rack and is it new?
