Boost comes and goes during moderate acceleration.

When slowly accelerating only hitting about 3 psi of boost i can feel the car lag for a moment then back to normal then lag again. While this is happening i watch the torque guage and about 3 psi of boost comes and goes with the power loss. no codes. 180* thermo, Overkill pcm. what could cause this.
 


I found a vac leak the other day and fixed it but the problem has been here since before the vac leak and is still here. would a bad ground connection rob power like that like maybe if the alternator has to keep kicking on?
