Boost Bypass Valve stuck...?

OK, recently (a month ago) I was getting full boost out of my SC, now I'm not getting anything. I initially freaked because aside from my girlfriend, my car is my baby... 97 GP GTP. I checked vacuum lines all seem solid, checked the coupler, solid, I check the valve lever, it appears as if it's not 'free'. The actual lever itself that's connected to the plunger sticks, the lever unless u take ur finger and press it down WILL not rest on the metal nipple or fully retreat to a vertical point, what should I do, I've looked on, in,throughout this forum, the best and cheapest answer is wd40.
 


I'd take the blower off, inside you'll see the valve plate that opens and closes. Use some carb cleaner and a tooth brush to scrub it clean.

That'll free it up.

now can I do that without removing the SC or altering it's position in any way? I hate moving anything, it usually causes problems for me later on.
