Doing the LIM gaskets is a good idea especially for a 97. I have a 98 and just did mine a couple weeks ago and they were shot. Out of curiousity what is indicating that you need to change them?

They're the originals in a 12 year old car. I don't see him very often (I see the car even less), so I haven't been able to check the oil, but I can't imagine them being in very good shape. He wanted to blow all his money on mods, but in my opinion maintenance is much more important.

Make a fenderwell intake and get a 3" bolt in downpipe.

I'm probably going to get him the DP (ZZP doesn't sell a bolt in. Know of anyone who does?) and the plog. Buying those at the same time will save him a chunk on shipping and it won't take him very long to scrounge up a couple bucks for an intake.

You will have at the minimum $200 in doing the LIM

Easy. Especially once you refill the coolant and change the oil.

I've heard that the SC belt routing is different, but I have no confirmation.

Im sure that in the future he will have more money to do more things. This is annoying I see this a lot on here. People ask questions then when given advice continually turn it down. The original budget was 400. I convinced him that after maintenance that wouldn't be enough to do squat, and he managed to scrape up a little more.

Second... It's not my car, and therefore not my problem if it's not enough. I told him what the results would be, and he said fine. The one doing the work is fine with it, and the car owner is fine with it. I asked what he could do for the money HE HAS. Not what he could do if he had an extra 100 bucks.

And regarding this... "Or at least take into consideration what we say and maybe make a wish list/to-do list." I have taken every single post into consideration. But if there isn't enough money to do what someone says to do, then that's all there is too it. Us sitting here arguing about it won't make his budget any larger. Plus, look back a post or two and you will see that what you said right there is the plan.

Well, thanks for all your help guys, but the asshole I was doing it for backed out.

It pisses me off when I put a bunch of time into something for somebody and then they decide not to do it.
