bcm will not go into the programming mode

I just bought 2 new key fobs from the dealer and went to reprogram them I closed all the doors pulled the mall pmg fuse inserted the key turned to accy let the bcm do its thing turned the key back to off and then back to accy opened one door and closed it the bcm did not chime pressed both the lock and unlock buttons on my key fob at the same time did not get any chime after seven seconds and nothing after 14 seconds repeated this many times and bcm just will not go into program mode need some help thanks

what year is your car? the 04 ups need to be programmed at the dealer.

did you used to have working fobs? some cars just didnt get them. dealer can check with your vin # if it came equipped or not.
 
it is a 2002 scottydoggs it had and I used the key fobs that can with it I bought the new ones because the old ones either ended up in the pool or got dropped.

i had to re read my regal directions like 3 times to get it right. for a regal at one point iirc you hit the unlock button on the car door. and i kept hitting lock. after i re read and then realized what i did wrong it started to chime for me.
