Bad Gas Mileage!? Help

My transmission is good, but I'm only getting 23-24 MAXIMUM on a 200 mile round trip with some city driving thrown in. Is that terrible? Most of my driving is town, and then I usually only get 14 as a high. Car has 156k, and I'm assuming could use a tune-up
