Errrmmmmm no.

Vinyl wrap is full sheets used to wrap each piece of the car.

Plasti-dip is spray paint type stuff that is painted onto the car but can be peeled off.

similar, not the same.

EDIT: When wrapped properly, you won't be able to tell that its not painted. Plasti-dip is kind of obvious its not smooth or glossy, at least not that I've ever seen.
