Back wheel probelm

I just recently noticed a problem with my back wheel, its more mobile that the other wheels, and upon inspection, found that whatever the break line is connected to(see pictures) is rusted all the way through, and Im just wondering, if that is in the sway bar and if so, are they cheap and easy to replace? (Im new to cars)

it will cause the rear end to shimmy a little over bumps. im sure there are a ton of people out there with broken ones still driving their car.
