Maybe I am just exhausted and reading this wrong, but OBD II started in 96 so yes there is OBD II.

And from what I can gather is people looked at it for a long time before any breakthroughs were made.
 


Here they only emission test 98+ via obd2, 88-97 is two speed idle sniffer test.

Thats the aspect I was getting at.

On the time aspect, I would venture to guess demand and funding might have played a role in that timeline.
 
I see what you were getting at then.

Where I live the only "emissions" test is a visual. Good thing too because it sure looks like my Stealth has a cat on it. :)
