ARP lube for rocker install. What for?

Rust

If the weather cooperates this weekend I plan on installing my ER rockers, #105 springs, Comp push rods, and replacing the coolant elbows.
The ZZP rocker install kit comes with ARP assembly lube. What is it for?

I see no mention of it in the write ups and it is definitely not for the rocker bolts.
The only thing I can think of is maybe it is used to hold the valve cover gasket in place while you move the valve cover around. Anyone know?

keeps the torque specs proper when youre torquing the bolts down. make sure you clean the bolt holes very well (q-tips).

So clean the junk out of the bolt holes and a light coating on the thread of the rocker bolts?
