that is some DIY rust? patch/repair and spray paint cosmetic work.
It doesn't look like they cared about matching the color of the hood.

ya I figured it was some kind of body filler. I was thinking of sanding it down to make it more flush with the hood, and then paint it to oem color if you guys approve.
