Air filter or CAI?

I want to increase my engine performance and make things better for my engine. Which path should i go with? An air filter or a cold air intake?
 


a pipe with a 45 degree bend in it, a coupler and a dry filter, then downpipe also stated above or headers
 
the first one is just a cone filter that most of us use on out homemade system. i know that some people dont like to be like everyone else, but have you searched and looked at some of the intakes these guys made? and honestly its a begginner level project.
that being said, if you were gonna go between the other two, i would go with the cold air intake.
 




neither will hurt the engine its all what ur going for...more power and dnt care about gas mileage=CAI OR more flow and better MPGs=open cone
 
Wait, i thought CAI doesn't effect your MPG or if anything makes it go up a smidge? You lose MPG with a CAI? Also, isn't open cone filters illegal? Or will fail emissions?
 
open cone filter is legal, it can increase mpg by like maybe a 1 mpg if you drive it like grand ma, and most have mpg go down because now you can hear the sc whine, so to make it whine, you must floor it, and it does sound cool, dont it?
