99 gtp power steering dosent work untill engine reaches like 3000rpm?

My 99 gtp power steering will not insist me when im stopped until like 3000rpm.So it sucks in driveways and parking lots.I'm thinking it might be the power steering pump hopefully but might be rack and pinion. IS there anybody who has any knowledge of this problem and if it is the pump how easy will it be to change.

check your fluid. Do you have magnasteer?

The fluid is full and whats magnasteer?

if it has a wire coming off it on the drivers side it has magnasteer, but it sounds like your rack is going bad.

YA i know its one of the two but didnt know if i could pin point it better because i would rather change the pump rather than the rack.

does the pump whine? its hard to not notice.

If your rack is going the odds are you would not have steering to one direction or the other. It is more then likely the pump. I am having the same issue on my 98 GTP and found I was a little low on fluid, but yes I would lose it in parking lots and driveways or at stop lights and signs. I took it in and was told its the pump 9 out of 10 times. If its the rack you would only lose turning to one side or the other. Unless both sides are going out. Start with your pump.

ya the pump whines and no it has no steering both direction so im going to start with the pump.
