99 GT power steering pump

Last Friday, my 99 GT started making noises when turning right. I took it to a reputable local shop, he said power steering pump because it would stop when the car was shutoff but still turning.

They replaced that, and now said it is hard to steer, and think it might be power steering gear?

Thoughts?

This is the first real problem the car has had, and I just passed 165k, almost everything else is new or in good condition.
 


So I went and drove it.

It has no power steering when at low speed, as I accelerate it loosens and I can drive normally.

The shop is now telling me its the rack/steering gear.

I'm up in the air about it, because I dropped it off with no power steering issues and now the noise is still there when you turn right and it has power steering issues.
 
Nobody?

Now the guy is telling me he put a refurb/remanufactured rack in and its LEAKING but the noise is gone...

I'm not sure what to do. I could use some advice. Tempted to tell him tough **** and take my car and original parts to a dealer.
