99 Grand Prix GTP no start

I found that there is no fuel pressure at the rail, so i checked voltage to the pump and i'm only getting 5 volts. First question should there be 12 volts ( the battery is fully charged). I replaced both relays and the fuse. I tried the high speed pump trick and i'm still getting 5 volts on the same wire on the connector. There isn't any check engine lights on, the secrurity lights isn't flashing. At first i thought it was the fuel pump but not now that im only getting 5 volts to the pump. Any suggestions would be great, thanks.
 




can you hear the pump priming when they key is in the ON position when the engine is not running? trying to figure out if it is really the pump, or a leak, or a fuel pressure regulator
 
I had some fuel pump issues early in the year. I beleive I also had about 5 volts at the pump. After I replaced the pump, the car would not start and no fuel at rail, replaced filter and was good to go.

If you have power at pump, but can't hear it prime when the key is turned. Sounds like a dead pump.
 
The pump isn't priming with the key, shouldn't the pump have 12 volts at the connector on top of the pump. I just trying to make sure the pump is bad before i replace it because its a little pricey
