97 Grand Prix Gt will not start

I have a 97 grand prix gt that will not start. It turns over fine. I have checked the fuel pump and don't have any power. I have checked all fuses and they are good, and replaced the fuel pump relay. I have pulled a plug and no power there either. While reading in a GM repair manual, it said to check the wires behind the fuse block under the hood with a test light, by checking between ground and the one of the wires to the fuel pump relay. When the key is turned on the test light should come on for 2 seconds. It did not. I also noticed I have no dash lights or head lights when the key is turned to on. I suspect the PCM is bad not allowing power out to where it needs to go but I am not sure. Any help would be appreciated.
 


I took it to a local dealer and they found wires under the dash that had broken causing no ignition switch signal to the PCM. This caused the PCM to never allow the signal needed for everything else to power up and start the car.
