97 GP - Interior Blower Stays On When Car Is Off

I have a 97 Grand Prix and the interior fans stay on even when the engine is turned off, and when the car is on and the fans are set to off, they will also run on high. Obviously this kills the battery if I let it run all night, so I've had to remove the HVAC HI fuse to prevent it. It's starting to get cold again, and I'd really like to be able to use my heater this winter, does anyone know what might be causing this and what needs to be done to fix it? I'd appreciate any help I could get.

An update: I took it to a mechanic and they said that it might be some electronic controller (a dealer only part they said), and would cost me $400 to fix. I also looked into it more online and found people with similar problems that said it was the ignition wiring harness that needed replaced, which my brother said he could replace for around $75.

I don't want to have the mechanic do what they said if I'm not positive it will get fixed, because then I would be out $400, and I want to avoid spending more than I have to so I'd rather not have to try both fixes. Has anyone come across this problem before or know what the most likely fix is? I just want to be done with this problem.
