92 Grand Prix SE starting problem

Hey, I am new to this site and wanted to say Hello. My 92 GP SE has had an intermittent starting problem for about a year. I have turned the ignition off to go into a store/etc. and sometimes when I try to restart it to leave,it does nothing. This has happened many times. Sometimes if I wait a while, it will start. Once, I had it towed home and after it came off of the rollback it started right away. Recently, I went out to start it and it did absolutely nothing again. I checked the voltage at the starter solenoid with the key turned forward and read 6 volts with a multimeter. I know that this is too low. I replaced the ignition switches(both electrical and key), replaced a weak battery and it still won't start. I have a Haynes manual but it isn't very helpful. I went to the local library looking for information but no luck. I then went to a dealer looking for a schematic or advice. They suggested that the computer needed to be reprogrammed because I changed the key switch. I don't buy this, but thought I would ask your opinions. Any help is greatly appreciated.
