3.8 temp gauge on dash hot engine not

02 3.8 in a gt
On the dash even when engine cold it is showing a high temp before i even start engine.
I have a solus and i can monitor temp on that and it is reading fine.
Fans kick on at 212 and stats opening however my dash gauge is reading high.

I replaced the temp sensor still have the same results. I thought maybe it was a 2 temp sensor system however when i unplug it i loose temp on the dash and on scantool.
