2007 Grand Prix Rust Issue

I have a 2007 Grand Prix. 95,000 miles extremely clean. I noticed a small bubble on the lower left dog leg section of the quarter panel. It is almost the size of a penny. I took off the plastic inner fender and the quarter panel is not rusted through and in fact it is rust free.. Has anyone had any experience in having this area repaired on their car?
