2001 gtp starting issues.

I need some help. When I cold start my car it will run for about 10 seconds then it will bog down and die. The afr is Leaned out even if the gas pedal is pressed and the rpms go up. It will keep on doing this until the engine is warmed up. After the engine is warmed up it runs just fine with no problems. It has the zzp 1.0 pcm tuned for a NIC cam. But it did this BEFORE the tune as well. Any ideas what could be going wrong?
 


I did get the chance to pull the vacuum line and did have a faint smell of gas. Time for a new regulator? Where can I find one new for the GTP? 2001 is the year.
