1999 GTP AC clutch won't engage no power to relay position 30

I spent the better part of 3 hours trouble shooting my ac clutch. I finally determined that I am not getting any power to the relay on the lower terminals. My understanding is that if you bridge 30 to 87 it will close the circuit and engage the AC clutch bypassing the high and low pressure checks. When I do this nothing happens. I wound up jumping 12v to the paper clip when I shorted the circuit and the compressor engaged immediately.

I have checked all of my under hood fuses as well as in car fuses. The only other thing I can think of is a fault in the wire somewhere. I pulled the back of the under hood fuses box off and ran my multi meter and still was not getting power at that wire. Any harm in running a 12v directly to the relay position if I can figure it out?
 


Put a new compressor in. I charged it with one of the recharge kits. My problem is that the switch on the relay doesn't have power.
 


so it was working before you removed it? you could have changed the clutch, but its to late for that now.

not to sound like a ass, you plugged it back in? things get over looked.

and the re fill can, how many went in, it can take a few cans to get it full enough to make the clutch lock up, then its gonna take more freon when it locks up.
 
Yeah, I kind of went above and beyond with testing. I am 100% certain that the wire for the compressor is plugged in and connected to the relay. I tested the resistance and even got the clutch to engage when I jumped 12v to 30 and 87 when they were shorted out. The AC clutch would not engage before I swapped the compressor.

This is the diagram that I am using. My only other question is if the relay receives power from EBCM, as mine is toast.
