05 gp wondering about the RCDLR(fob reciever)

well i went to get fobs programmed and the dealer told me they would learn it but as soon as the scanner was disconnected it would lose the learn. could any one shine any light on this for me?

Just codes read, the fob issue they said they had no idea and would be xxx.xx amount of dollars

NO IDEAS??????... I think I would locate someone knowledgable and ask them the question then, like maybe a different dealer.
