'04 gauge needles on 97-03's

i literally found that washer on the ground in my garage. i knew it was getting stuck because when i would drive it would stop around 40 and i could tap it and get it to jump up to about 65 and then it would work until i slowed below 65 then it would get stuck and i would tap it and it would fall back to below 40.
