I have used "any kind of spraypaint" on all parts of a vehical, EXCEPT exhaust parts, and brake parts, and Never had problems, so I will say yes, but I am not sure what the "hood liner" is.
 
The hood liner is the sound dampening heat protector under the hood... I think the name pretty much tells you what it is, whoever didn't know what hoodliner is.

As of spraypsinting it, idk. Try it, worst thing that could happen is is might bubble off over time I think. Maybe rustoleum enamel something will work good.
