Is my PCM tuned already?

I was planning on purchasing a tuned PCM or sending mine to be tuned. A little while back I'd passed a Mustang GT who "claimed" he was doing 138mph when I passed him. ( I did not know the guy, so who knows if he's embellishing.) I know our speed limiter is set to 130. So I guess my question is: Is there a way to tell if its tuned already without connecting a programmer? Also, I have an AeroForce Interceptor scan gauge on the way, would this let me know?

I dont know, thats what Im trying to find out. The only visible thing I can see is the DP and missing ubend and resonator. ( like I said, who knows if that Stanger was full of chit)
