secondary cooling fan operation?

The primary one (assuming that is the one of the driver side) works just fine, kicks on after like 220. The secondary one does not. Should it come on at the same time or is it only for the AC or something?
My car is not overheating but idling in traffic the temp does climb up there.

BTW if the secondary is only when the AC is running, my AC system doesn't work, it needs a couple hoses.

OK just trying to figure out if I should be concerned about this before I go in and try fixing things.

The fan on the passenger side is a A/C fan. It will turn on when the A/C goes on or if the engine is really hot.
 
The first fan kicks on at around 218F degrees as commanded by the pcm. The second fan comes on at 228F as commanded by the pcm.
With the AC on, both fans should come on.

Those temps are just ridiculous. I converted my 95 over to OBDII and used a tuner and changed the stock temps to a lower temp.
