Cylinder Airmass not reaching .92?

I'm looking at my data logs and I'm noticing that my cylinder air mass graphs are not reaching .92 at WOT they only get up to .80 for the whole pull. Does anyone know why that would be?

Maybe the engine isnt flowing enough air to reach that number. What are you using, HPT? Are your injectors scaled or anything?
