magnasteer rack and pinion replacement problem 2004 grand prix gpt

Changed out my 2004 Grand Prix leaking rack with magnasteer and replaced it with a rack with magnasteer out of a 1999. Filled it with oil and it turned great standing still, drove it down the street went to turn and no power steering at all, does it need reset or is something else wrong??
 


You probably still have air in the system. You need to bleed it out by idling in place and turning lock to lock several times with the cap off. You'll need to add more fluid once any air pockets work themselves out.

Thanks for the input ,I tried your suggestion still no power steering , fluid level is full, pump doesn't whine like it does when its low, acts like a valve closed and won't open. this is my first reply I hope I'm doing this right.
 
jack the wheels off the ground, car off, turn the wheels lock to lock 10 times. that will bleed the air out of the rack.
 
its the only way to bleed the air, other wise its air bound. every how to rack swap ive seen says to do that. even bill says to do that.
