What would it take to make the rear brake light in the spoiler strobe back and forth like KITT from Knight Rider?

you would probably have to get the actual light(they got em on ebay)and do some custom work to make it fit in the spoiler.

Yeah, you'd need the circuit board from a knight rider light and tie each bulb into it. Not too hard if you have some soldering skills. I think it would look pretty sweet. Don't know if it's illegal or not, but who cares.

Yeah it is, unless you add a second one like on the bottom of the trunk lid or somewhere on the rear window that stays solid.
