Since you're on a budget, search around for some cheap\free mods. Flip the dog bones (free), Buick\Impala STBs ($5 each at a JY), 12 inch brakes (upgrade to do while you are performing maintenance), etc. There's all kinds of stuff you can do to these cars for pretty cheap.
