Headlight Aiming

Real quick, my headlight assemblies have measurements imprinted on them. 17v 27h. How do i measure that? And inside every headlight assembly, i notice a little circle right in the center of the assemblies, looks like a rain drop or something. What does that represent? I wanna aim my lights to 17v 27h.

If I remember correctly its just an easy reference measurement spot
