My clear coat and some of my paint has been taken off by the weather. I need to repaint/clear my hood, and I want to be the cheapest possible. Would i be best using a spray can of color matched paint and wet sanding, clearing and wet sanding again or going to a professional. I also have a small quarter sized rust spot where my rear bumper meets my 1/4, whats the best way to nip that in the bud? any estimates on the cost of paint?

Make a list of total cost for both options. Call some shops for a rough estimate. If your good with painting and know that your results will please you, then do it yourself.
