wont shif out of park when indicator on instrument panel is out

1998 grand prix 3800. I noticed that when the gear indicator light on the instrument cluster is out, the trans won't shift out of park. when the light is on, it will shift out of park without pushing the shift release in. Sometimes the light on the cluster flickers on and off. Sensor? if so, where would it be located? what signals the gear indicator on the cluster for the gear that it's in? any ideas are appreciated
 


The dash.. is electronic off the switch on top of the trans where the cable actuates the lever to put the trans in gear.
