Wiper Problems

I have been having a ton of problems with my wipers and have replaced the motor and am still having problems. With the wipers on the delay setting will go up pause for the delay they are set on and then will come back down to make another sweep and will pause again in the middle of the window,but if I have them set on the slow or fast settings they act normal. I have had this happen more than once and cannot figure out what it could be. Took it to a shop awhile ago and they worked fine for a month but then they went back to doing what they are now. Only thing I can think would be the pulse control board but I am not 100% sure about it.
 


That pulse control board is an item that commonly fails. From your description, its possible that the combo signal /wiper / cruise switch could be it. When my board went bad it was just the delay that was affected, but your situation may require more detective work because it sounds like the whole system loses power momentarily. I'd be curious what they did at the shop that made it go away. Its possible they re-did some solder joints on the board and now they came back loose. The aftermarket replacements are re-designed with a thicker board. But the location of the component is such that moist air can kinda get to it, so theres no wonder they go bad so often.
 
Does your radio go off when this happens? I have a similar problem where the wipers will only start working on the highest setting. The power for the radio goes out and then once the wipers move out of the resting position the radio comes back on and all settings work fine.
 
It is just the delay that is affected on my wiper, while the other setting work just fine. All the shop did was replace the pivot arm that connects the motor to the transmission. The radio never loses power when this happens though. Is the pulse control board hard to change? Where is it located?
 
Pulse board is underneath the wiper motor, its mounted to the bottom of the wiper transmission assembly and that has to come all the way out before you can see the board or even unplug it, really. Pretty tight squeeze getting the assembly out of the cowl, I have had to bend metal a little in a spot to get it out. Fairly simple operation though, easier if your car has a two-piece cowl. I went back together with one of those, off an 02 model. Finding the problem was easier for me because I had a parts car and trial and error was no issue. Glad too, because the combo switch is a bigger job. I swapped the whole wiper assembly and that fixed it. My symptom was it would cycle only once on delay, then they stay up but didn't cycle again until switched on again. If you search, theres a writeup here someplace. Remove wipers, cowl, wiper motor shield, wiper trans ass'y in that order and go from there.

Sounds like somebody has been messing around with wiring or fuses in that other car, I'd pull the hush panel and look for funny business around the wiring to the steering column.
