Windshield wiper issues

On my way to work I turned on the windshield wipers to clean the windshield. They work fine but stop in the middle of the windshield (at the 12 o'clock position). Even if I shut them off at the bottom, they still stop in the middle of the windshield.

Its like they need to be reset or something. Is there a way to reset them?

What could cause this to happen? Could it being 0 degrees out have anything to do with this?
