Whole rack and pinion is moving causing a knock/thud

I have a 99 grand am I thought I had a bad tie rod but under closer inspection my whole rack shifts on the bolts. The bolts are tight, is there some sort of spacer or bushing that could be worn out?
I haven't messed with many racks other then the one on my 94 camaro and that was just 2 bolts and that's it

pretty sure theres only one bushing on one side, if its moving the bolts might be the wrong size in there. aka to thin. and if they are tight they should be pinching the bracket and holding it tight too.

might be a busted rack ear where it bolts through.

and yup, only one bushing. its on the pass side.
