Whistling Fuel Pump

There is a whistling noise coming from my tank. On the left side/bottom near the center. When I tap on the tank it interrupts the sound. Any ideas? Clogged sock or fuel pump going?
 


Changed the pump out with a new one. The damn whistling sound is still there. Any ideas? I was thinking ground but it has a harness.
 
...Bing Crosby is in your fuel tank?

Um, is the tank full? Low? Happy gas cap? New fuel filter? Pinched fuel line?
