what is normal ignition?

On my scan gauge it says 27* at idle and goes down as i give it gas. Is this normal I always thought ignition went up with rpms? What is the standard? Do you guys think this indicates my crank pulley is not keyed in right?
 


on a boosted car you need to go down as you build more boost. on the stock PCM with stock timing youll be running ~16* WOT if you arent knocking at all.
 
Spark goes down as the amount of fuel going in goes up. It changes very little based off RPMs. FWIW, my idle is usually 27* +/- .5* .
