Two Questions Key Fob and Fan

My son bought a 2003 Grand Prix GT and he does not have a key fob. Are they easilu purchased and programmed?

Second question. The fan is not really noticeable unless it is turned up to five. The A/C button seems to only work some of the time Does he need a new fan? Does his climate control cluster need to be replaced?

If it has remote keyless entry, then yes you can order one from Ebay and program it. There are programming instructions here on the site.

The fan issue is probably a bad blower motor resistor. Common issue on these cars.

Not sure about the A/C button issue. Never had a problem with one. I'd fix the blower issue first and go from there.
 
Look on the inside of the trunklid for a Service Parts Identification Label. It has a list of RPO (Regular Production Option) codes. You can google for a GM RPO decoder.

For example, the codes for a '98 are:
AU0 Lock Control, Remote Entry
A90 Lock Control, Rear Compartment Lid
Remote Control Electric Release
UA6 Theft Deterrent System
