Tranny taking forever to shift from 2-3 and 3-od

I just finished putting a new starter in my car. Took of for home everything was normal. Got off the highway and noticed that it didnt even feel like it was shifting between 2-3 gears but it was. As for 3-OD that has been a continuing issue that doesnt really bother me much. Any ideas.... my dad said to him it sounds like a vaccuum issue?
 


If there is a vacuum modulator on these trannys then yes, it very well could be a vacuum issue. I had the exact same issue with a Bronco II I had. Trans was fine but shifts were delayed like crazy. Found out my vac line to my modulator was plugged. replaced it and trans was perfect afterwards.

I hope thats all your issue is. Though have you checked your fluid?
 
I havent for like a week. Ill do that. Was replaced and flushed at around 140k Im at 147k now. So hopefully I can find that vacuum thing.
 
On a 99, there is no vacuum modulator. Instead you have an EPC aka PCS which means you have an electronic soleniod to control pressure.
 


Also checked the trans fluid and its a little high. And the tranny shifts ok sometimes and then other times it takes forever.
 
90% chance its your PCS sticking.....my 00' GT has done it since i bought it in April. Driven about 5k miles. Its more annoying than anything. The TRUE test to see if its your PCS....get on the interstate entrance ramp, and while doing about 45-50 mph, full throttle it, then once you get off. the pcs will have put the tranny into full-line pressure, causing it to whine really loud, and shift very hard in all gears. Mine does it, and i just baby my car till i can come up with the 700-800$ to fix it.
 
Thats basicly what Im doing. Have a guy who said to try a shift kit. Has fixed the issue on a few cars hes worked on so I figure 50 bucks is worth a shot cause if it works I save hundreds for a little while.
