Tie Rod Replacement Inner and Outer

I took my car to get an alignment it had been shaking as well. I couldnt see it but the tire had a busted radial inside and that was what caused the shaking but they said the tie rod needed to be replaced as he had the car up and was able to move the wheel from left to right with some play. I checked their quote and says the inner tie rod. Is there any way to be sure of what part is bad the inner or outer or should you just replace them both.

If anyone has a how to or some tips I would appreciate it.
