throttle problem

jus changed lim gasket. started car letting it run and whenever i hit the throttle it goes up normal but comes back down extremely slow and has got stuck a couple times i had to go to throttle body and push it back. and at idle it reve up to 1300 then back down to a 1000 wont go below a grand andyone know whats up?
