There are two different setups like the sequential, and I forgot the other one, but one means they both create power together, and the other is like what you said one smaller for lower rpms then the other turbo engages higher in the rpm range.
Ok, the other one I think that you are thinking about is called a compound setup. You see these setups in diesels a lot because of the size of the big turbo, the smaller turbo (the low pressure turbo) basically will build enough boost to help the larger turbo spool. Yes you will be able to get more power from a single turbo you may have a crazy amount of lag...
