Supercharger belt missing

I have a 2004 GTP with the 3.8L engine and supercharger. When I bought it a few years ago, it didn't have a belt on the supercharger. The more I look at hooking it back up, I'm thinking there might be major issues, so it would not be as simple as just installing a belt for the supercharger to work. When I start the car, the supercharger pulley rotates a couple times then stops. What's really concerning is a chunk of the old belt wedged behind one of the pulleys. So I'm betting there was a serious belt or pulley failure & the prior owner didn't want to deal with it. I'm no mechanic and this is my first experience with a supercharger. Any helpful suggestions are appreciated.

If it doesn't spin freely, there's likely a bigger issue.

Is there vertical free play in the pulley? Like if you grab it at 6&12 o'clock and try to wiggle it. If so, there's snout damage.

The not rotating issue could be rotor collision.
 
grab and hand spin the two other pulleys make sure they feel tight and spin smoothly. if one of them went bad it can toss the belt.

the sc pulley should spin but it in no way spins super easy. im sure if you gave it some gas in park you'd see it spin a lot more with no belt on it.

slap a new belt on if all pulleys are good and enjoy the extra 40 hp you just found. if the idler or tensioner pulleys are bad change them, 20 a pop.
