Steering column issue

I had key in on position but car not started and as I attempted to straighten my wheels I heard a pop and now my steering wheel spins freely. I dont think it's my ISS because while spinning the wheel I put my finger on top and bottom of ISS and there was no movement at all. It's as if I broke something right at the wheel. It's a 99 btw. Any help would be greatly appreciated
 


pull the cover under the dash, you'll see the grey boot on the inside leading to the bottom of the column, pull the boot down and see if that side broke or fell off. falling off is kinda hard unless the bolt is missing. from that point is a solid shaft as far as i can tell.

if all thats intact the rack might have just blown out. you could pop the shaft off the rack and see if the nub there turns freely on the rack.
 
The ISS is all intact still and theres no movement on it when I turn steering wheel so I've broke something above iss and below steering wheel
 
time to pull the column then, theres not a lot holding it in place. 4 bolts a few plugs and off she comes.

if you need to replace it you can swap your ignition tumbler lock over. so you keep your keys.
